Wanajeshi wa Rwanda waondoka DRC

Maelfu ya wanajeshi wa Rwanda wameanza kuondoka Jamhuri ya Kidemokrasi ya Congo na kurudi nyumbani, wiki tano baada ya kuingia nchini humo kupambana na waasi wa Ki-hutu.

Kumekuwa na sherehe ya kuwapa mkono wa kwaheri huko Gomba, ambao ndio mji mkubwa zaidi mashariki mwa nchi.

Waziri wa mashauri ya nje wa Rwanda, alielezea kwamba oparesheni hiyo ya pamoja iliweza "kuwafanya hafifu kabisa" waasi wa FDLR.

Lakini msemaji wa BBC alisema vifo vingi vilitokea kwa upande wa raia.

Kuwepo kwa waasi hao katika jamhuri ya kidemokrasi ya Congo ni kutokana na miaka mingi ya mzozo katika eneo hilo la Afrika.

Baadhi ya viongozi wa FDLR wanalaumiwa kuhusika katika mauaji ya watu wengi mwaka 1994, kabla ya kukimbilia Jamhuri ya Kidemokrasi ya Congo.

Rwanda mara mbili imeshawahi kuishambulia nchi hiyo jirani, ikielezea kwamba inawajibika kuwachukulia hatua wapiganaji hao, ambao wengi ni kutoka kabila la Hutu.

Mwezi Januari, nchi hizo mbili zilikubaliana kuchukua hatua za pamoja dhidi ya FDLR.

British Oscar triumph: Slumdog Millionaire sweeps the board with EIGHT Oscars as Kate Winslet wins Best Actress gong

It was a triumphant night for British film as heavily tipped Kate Winslet took the best actress Oscar for her role in The Reader, while Slumdog Millionaire swept the board with EIGHT awards this morning.

Dressed in a gunmetal grey one-shoulder gown, Reading-born Kate, 33, managed to hold back the tears as she accepted her award from a group of past winners including Nicole Kidman and Sophia Loren.

In her acceptance speech, a composed Kate thanked director husband Sam Mendes, 43, and children Mia, 8, and Joe, 5, for loving her just the way she is.

'You just don't think that these dreams that seem so silly and so impossible could ever really come true', she said backstage at the Kodak Theatre in Los Angeles.

Another Brit winner, Danny Boyle, who took the best director Oscar for Slumdog Millionaire, winner of the best picture, said: 'It's a triumph for a little film that became a big one'.

Later the starstruck youngsters attended the Oscar Governors Ball before heading to the Slumdog Oscar party on Sunset Boulevard.

The mother of one of the Slumdog child actors celebrated the film's eight Oscars from her home in an Indian shantytown, where relatives and neighbours had gathered to watch the awards ceremony on television.

'I'm so happy that my daughter has won this award and I could see her on stage with such big stars,' said Muni Qureshi, mother of Rubiana Ali, 8.

'I know that this film has been criticised for showcasing poverty. But it has also meant that a girl from the slums of Mumbai who could not even imagine that she would go abroad has reached the Oscars, so how can that be bad?' she said.

Despite its troubled start, the uplifting story about a downtrodden boy and girl falling in love through tough times turned out to be exactly what audiences wanted to see.

This is the first picture of the brutal injuries suffered by Rihanna, allegedly at the hands of her former lover Chris Brown.

The picture of the singer's bruised, cut and swollen face appeared on American website TMZ.com.

The bust-up is alleged to have occurred after the couple had an argument as they left a pre-Grammy Awards party.

Both were nominated for Grammys and were scheduled to appear at the February 8 awards show but cancelled at the last minute.

Brown surrendered to Los Angeles police on February 8 and was released on $50,000 bail after being arrested for investigation of making a criminal threat, a felony.

He has not been charged by the district attorney's office, which is still investigating the case.

Happier times: Rihanna before the alleged attack

According to police, Brown and a woman began arguing as they were travelling in a car shortly after the February 7 party.

The fight escalated after they got out of the car, and Brown had left by the time officers arrived.

Rihanna, who turns 21 today, has not been seen in public since the alleged attack and is believed to be staying with her family in Barbados.

Brown spoke out about the incident for the first time this week, saying he is 'sorry and saddened' by what happened.

In a statement issued through publicist Michael Sitrick, he said: 'Words cannot begin to express how sorry and saddened I am over what transpired.

'I am seeking the counselling of my pastor, my mother and other loved ones and I am committed, with God's help, to emerging a better person.

Chris Brown, who allegedly assaulted his pop star girlfriend Rihanna last week, has spoken out for the first time saying he is 'sorry and saddened'

'Much of what has been speculated or reported on blogs and or reported in the media is wrong,' he added.

But he said he could not discuss that in detail until his case is resolved.

Meanwhile, Los Angeles police are thought to have launched an internal investigation into how the picture of Rihanna's injuries came to be released.

Who's the Daddy? 13-year-old Alfie to take DNA test to prove he is the baby's father

Schoolboy father Alfie Patten has claimed that he is happy to take a DNA test to prove he is the father of his 15-year-old girlfriend's baby.

Two other youths have come forward to claim they also slept with Chantelle, despite the couple's protestations that there is no doubt Alfie is the father.

Chantelle and Alfie insist the other boys are lying and the young father has vowed to take the DNA test to prove he is the father once and for all.

He said: 'Other stupid boys are lying, saying bad things, like they have slept with Chantelle too.

'But I am the only boyfriend she has had and we've been together for two years, so I must be the dad.

When she found out she was having a baby, I asked her "Am I the dad?" and she went "Yeah" so I believe her.'

He added: 'I didn't know about DNA tests before, but Mum explained it's when they do a swab in your mouth and it tells you if you're the dad. So, if I have that, they can all shut up.

'But I don't really care what people say. And I don't like them being bad about Chantelle.'

Trainee chef Richard Goodsell, 16, who lives near Chantelle in Eastbourne, claimed they had sex at least three times around the time she became pregnant.

He said: 'I know I could be the father. Everyone thinks I am. My friends all tell me that baby has my eyes - even my mum thinks so.'

A second youth, 14-year-old Tyler Barker, also thinks he could be Maisie's father.

'I slept with Chantelle about nine months ago and I'm really worried I could be the father,' he said.

But Chantelle has insisted that 13-year-old Alfie is the only boy she has slept with.

She said: 'I love Alfie. I lost my virginity to him. We decided to start a physical relationship because we love each other. There has been no one else.'

A family friend said: 'Chantelle and Alfie only had sex once. Since then she hasn't let him near her but he's besotted with her. It's the classic case of puppy love.

'He adores that baby, if it turned out it wasn't his after all this he would be devastated beyond words.'

Chantelle gave birth to baby Maisie Roxanne last Monday and both families are being accused of trying to cash in.

Friends of 15-year-old Chantelle claimed that health or social workers have had little or no contact with the vulnerable young mother since she was sent home from hospital last week.

In addition, her baby-faced 'boyfriend' - just 12 when the child was conceived - did not see his case worker last week, according to sources close to his parents.

A family friend said Chantelle has spent much of the last 24 hours in 'floods of tears' and Alfie has thrown a series of tantrums.

Last night a spokesman for East Sussex County Council said they had been closely involved with both families and said staff were planning to visit this week but refused to comment on claims that they had not made a formal visit over the last few days.

Tory MP Ann Widdecombe said: 'It's appalling that social workers were not in there from day one. What is crucial is the welfare of the child at the centre of this shambles who is an innocent party in all this.'

Eastbourne Tory MP Nigel Waterson said: 'I am surprised that social services have not been involved considering that they have put out a statement saying that they would give all possible support.

Former Tory leader Iain Duncan Smith, who is the chairman of the Centre for Social Justice, said he was not surprised that social workers had not visited the family since the birth because the care system is stretched to breaking point.

Prisons yaendeleza uteja Libya

Mwalimu Asimulia Bakora Alizopata Kutoka Kwa Mkuu Wa Wilaya

Mmoja wa walimu waliocharazwa viboko Jumatano iliyopita asubuhi mbele ya Mkuu wa Wilaya ya Bukoba, Albert Mnali, ni mwalimu Ativus Leonard (33) wa shule ya msingi Katerero.

Akizungumza na Shirika la Utangazaji la Uingereza (BBC) juzi, Leonard alisimulia kuwa siku hiyo Mkuu wa Wilaya alifika shuleni kwao na kufanya mkutano na Mkuu wa Shule na walimu wengine.

Katika mkutano huo, Mkuu wa Wilaya aliwaambia kuwa amekuwa akifuatilia walimu wanaochelewa kufika kazini. "Alisoma majina ya walimu waliokuwa wakituhumiwa. Nilikuwa mmoja wao. Nilichelewa mara mbili kufika kazini mwezi uliopita," alikiri Mwalimu Leonard.

Baada ya kusoma majina hayo, kila mmoja aliulizwa atoe sababu za kuchelewa, ndipo yeye alipomwambia kuwa sababu zilitofautiana, yawezekana kuwa za kifamilia au ugonjwa. Ndipo Mkuu wa Wilaya akawambia tabia yao ya kuchelewa ilikuwa inaathiri maendeleo ya shule na kuifanya kushika mkia katika taaluma, jambo ambalo halikubaliki.

"Akasema atatuadhibu sawia. "Kwanza nilidhani anatania. Nikajiambia kuwa hilo halitawezekana...kwa kweli tangu hili litokee nimeshindwa kabisa kufundisha," alisema Mwalimu Leonard. Alisema lakini milango ya chumba cha walimu ilipofungwa na walimu kupangwa tayari kupokea adhabu ya viboko, ndipo mwalimu huyo alipoamini kuwa kumbe linawezekana.

"Walimu wenzetu saba wa kike, walichapwa viganjani, ilipofika zamu yangu, ofisa wa Polisi akaniamuru nilale chini ili nipate adhabu yangu. Nilikataa, lakini alinipiga mtama nikaanguka," alisema Leonard. Alisema wakati akiwa chini, polisi huyo aliendelea kumpiga kwa fimbo kubwa.

"Alinipiga kila mahali; miguuni, kifuani, mikononi. Alipomaliza, nilikwenda hospitalini kwa matibabu. Nilipewa dawa lakini bado nasikia maumivu kifuani," alilalamika. Alisema aliumia miguu pia, lakini kinachomuuma zaidi ni kuwa aliathirika kisaikolojia.

"Hii imenifanya nione aibu kukutana na wanafunzi. Hata kama hawakuniona nachapwa, lakini wanajua nini maana ya kuchapwa," alisema. Alisema ameshindwa kufundisha kwa sababu sasa anajisikia mnyonge mbele ya wanafunzi wake.

"Nimeoa na nina watoto wanne. Mke wangu naye ni mwalimu katika shule tofauti na yangu. Amekasirika kusikia kuwa nimefanyiwa hivi," alisimulia. Alisema mpaka sasa bado ana hasira na ameshikwa na bumbuwazi na haelewi kilichotokea. Pamoja na Mkuu wa Wilaya kuadhibiwa, lakini naye anatafuta jinsi ya kufidiwa na serikali kwa machungu yaliyompata.

Naye Phinias Bashaya, anaripoti kutoka Bukoba, kwamba siku moja baada ya Rais Jakaya Kikwete kumvua madaraka Mnali, Chama cha Walimu Tanzania (CWT) Mkoa wa Kagera, kimekiri kuwa baadhi ya walimu walisingizia kucharazwa viboko na mkuu huyo, ili kuwaunga mkono walimu wenzao.

Kauli hiyo imekuja baada ya viongozi wa chama hicho kuombwa kuthibitisha idadi halisi ya walimu waliocharazwa viboko baada ya vyombo vya habari kuripoti idadi tofauti ya walimu waliodaiwa kukumbwa na tukio hilo.

Wakizungumza katika ofisi zao mjini hapa jana, Katibu wa Mkoa, Aaron Masalu, alisema waliupokea kwa furaha uamuzi wa Rais na kuupongeza na kukiri kuwa walitembelea shule zilizohusika na tukio hilo na kuambiwa na walimu kuwa hata ambao hawakucharazwa nao waliingia katika mkumbo.

Alisema baada ya kugundua hali hiyo ya kutofahamu idadi halisi ya walimu waliocharazwa huku walimu wote wakidai kuchapwa, ilibidi viongozi hao na walimu wakubaliane waandaliwe walimu wenye uwezo wa kujieleza na kufafanua mazingira ya tukio lenyewe hata kama hawakuhusika na adhabu hiyo.

Akitetea hali hiyo, Mwenyekiti wa CWT, Dauda Bilikesi, alitolea mfano wa mtoto anayeweza kukunja ngumi kumtishia mzazi wake, hali ambayo alisema lazima itafsiriwe kuwa mtoto huyo alimpiga mzazi wake hata kama hakumgusa.

Naye Mwenyekiti wa CWT Wilaya ya Bukoba Vijijini, Gosbert Mashasi, mbali na kuungana na viongozi wenzake, pia alikiri upungufu miongoni mwa walimu na kusema wanaipongeza hatua iliyochukuliwa na Rais dhidi ya Mkuu wa Wilaya. Wakitoa maoni yao kuhusu hatua ya kuvuliwa madaraka kwa Mkuu wa Wilaya baadhi ya wakazi wa Kagera wakiwamo viongozi, walikuwa na maoni tofauti.

Florian Kaiza (34) mfanyabiashara wa mjini hapa aliupongeza uamuzi wa Rais akisema unafaa kwani kilichofanyika ni udhalilishaji mkubwa dhidi ya walimu. Aliongeza kuwa walimu walishapata jibu walilolihitaji na kuwaasa kuwa hakuna haja ya kuandamana badala yake watulie na wafanye kazi bila kuvunjika moyo, akiungwa mkono na Diwani wa Kasharunga, Muleba, Ponsian Rweyemamu (43), aliyeongeza kuwa yapo masuala mengi nchini yanayohitaji uamuzi wa haraka kama alivyofanya Rais.

Akizungumza kwa simu, Mwalimu Leonard ambaye pia ni Katibu wa Chama cha walimu kwenye shule hiyo, alisema alifarijika na uamuzi dhidi ya Mkuu wa Wilaya na kusema sasa walimu watulie na kufanya kazi. Tofauti na wengine kijana aliyejitambulisha kwa jina la Kraish Ally (32) wa mjini hapa, alisema Mkuu wa Wilaya ameonewa, akidai kuwa walimu wamewachosha wazazi kwa utoro na kutofundisha.

Alisema walimu wamekuwa wa kwanza kuvunja haki za watoto ambao wanastahili kufundishwa na badala yake kutanguliza miradi yao aliyosema inaendeshwa hata shuleni wakati wa masomo. Juzi Rais Kikwete alichukua hatua ya kumvua madaraka Mkuu huyo wa Wilaya kwa kuvunja Kanuni ya Sheria za Utumishi wa Umma na kuidhalilisha Ofisi na Mamlaka ya Ukuu wa Wilaya.
